The City of Green Bay is being scammed by Flock Safety. GBPD is defending Flock's fraudulent behavior

Updates on GB’s Flock position after their press conference, originally posted in GB Reddit.

September 14th, GBPD put on a press conference defending their use of Flock's ALPR technology. Keep in mind, last year they signed a 5-year contract for a whopping $1.4M using your tax dollars. Cities all around Green Bay have reached the same conclusion: Flock scammed them. Flock makes false claims at every city council meeting they fly their reps to. They simply cannot stop lying and can't stop misrepresenting how their product works. They down play the privacy and security risks of their products at every turn.

Let's go over some of the false claims Flock has made in Appleton, Oshkosh, and Neenah in the last several months:

"Flock is not a pattern-of-life system" - False.

Leaked product demos from within Flock show them referencing their own system capabilities as being "pattern-of-life". https://www.youtube.com/watch?v=26qrhOBuz2U

"Flock doesn't create heat maps on individual vehicles" - False.

The product creates individualized heat maps for every vehicle in the system. False statements about heat maps from Flock's chief of cybersecurity and a senior public relations employee caused Oshkosh to end their contract with Flock. Watch senior flock employees lie about this and then see Oshkosh Chief of Police Dean Smith react: https://www.youtube.com/watch?v=QDGCNcaNiEQ

"Flock uses end-to-end encryption" - False.

If this was true, Flock as the vendor would not have access to customer data. However, Flock has publicly stated they use customer data to train their AI systems and for use in data aggregation products like Traffic Analytics. Flock was caught lying about end-to-end encryption in Oshkosh and Neenah, on video. https://www.youtube.com/watch?v=goP3gvrEeB4

"Flock doesn't track people" - False.

Flock's "Freeform Search" product allows you to search for and track people. https://www.flocksafety.com/products/flock-freeform

"Data is deleted after 7-30 days" - False.

Raw images, owned by the customer, are deleted after 30 days. When Flock analyzes the raw images, which we give them a license to do in section 4.1 of the terms and conditions, Flock creates "derivative works", which they own. In the language of section 1.12 of the terms and conditions, Flock Property is defined as "any derivative works, intermediate or final outputs, analyses, reports, models, or other results generated by or through the Flock Service". This includes vehicle-specific heat maps. Sheboygan Police Department and many other departments recently cancelled their contracts after Flock tried selling 5 years worth of "derivative works", including traffic and vehicle speed data, back to the police department - https://www.fox6now.com/news/sheboygan-canceling-flock-contract-over-undisclosed-data-tracking https://www.flocksafety.com/legal/terms-and-conditions

"ALPR cameras only take an image of the back of a vehicle" - False.

Flock admitted recently in a blog post on September 6th, 2026 that they also track your speed. Flock says vehicle speed isn’t available for speed enforcement right now. However, it is easy to understand how that could change. It is unclear if speed data falls under the category of "Flock Property" per the contract terms of section 1.12. However, since they monetize speed data in a product they sell called "Traffic Analytics", it can also be sold to auto insurance companies to help them set policy rates in specific towns or regions, and likely even on an individual-vehicle basis. https://www.flocksafety.com/blog/what-is-traffic-analytics Btw, Axon's Outpost ALPR system has a nearly identical privacy and security architecture. We've already seen unethical departments quickly switching to them before the public has the chance to object and city leadership has a chance to learn from their mistakes using Flock.

Our local police departments and city councils are good at many things. However, they are simply not capable of evaluating or managing AI mass surveillance technologies this advanced. Respectfully, they have no idea what they are talking about when they talk about having "safeguards" and "guardrails" on this system.

Green Bay's city council can terminate the Flock contract early and save taxpayers 4 years of contract time (savings of over $1M). Point 11.12 in Flock's Terms and Conditions which govern the GBPD's contract allows for terminating the contract if city budget funds are not allocated to pay for the annual flock contract payment: https://www.flocksafety.com/legal/terms-and-conditions
